不论用于表达无论在什么情况下都适用的意思，可以用来强调某种态度或行为的普遍性。

búlùn yòng yù bǐnggào wèi biǎo qí dào zài shénme huì xiàng jí dōu shì yǐ, kěyǐ lái yòng lái shēng chǎo zhǒng tādà huò hángxíng de pǔrùn xìnghéng。

不论 is used to express that something applies in all situations. It can be used to emphasize the universality of an attitude or behavior.
